The charity has been the subject of a statutory inquiry by the regulator since November 2021.

The Commission opened the inquiry due to concerns including the trustees’ failure to ensure that policies and procedures relating to safeguarding have been implemented, and the conduct of some trustees and staff members on social media.

As part of its inquiry, the Commission appointed Virginia Henley of HCR Hewitsons as interim manager of the charity on 6 December 2022. The interim manager will conduct a review of the charity’s governance and administration and make recommendations to the Commission based on her findings.

Dar ul Uloom Islamia Rizwia (Bralawai) was set up to provide a place of worship, religious education and community services for the benefit of the local community of Small Heath, Birmingham.

Section 76(3)(g) of the Charities Act 2011 gives the Commission power to appoint an interim manager to a charity to act as receiver and manager in respect of the property and affairs of the charity.

The Commission’s inquiry remains ongoing. It is the Commission’s policy to publish a report upon concluding an inquiry to detail its findings, conclusions, and any regulatory action taken.
