The UK is taking a groundbreaking step to protect children from the growing threat of AI-generated child sexual abuse material (CSAM) by introducing stringent new laws. Home Secretary Yvette Cooper has announced that the UK will become the first country in the world to criminalize the possession, creation, and distribution of AI tools specifically designed to generate such material.
Under the new legislation, offenders could face up to five years in prison for possessing, creating, or distributing AI-generated CSAM. Additionally, individuals found in possession of AI-generated “paedophile manuals” – which instruct perpetrators on how to exploit AI for child abuse – could be sentenced to up to three years in prison.
AI tools are increasingly being used by predators to manipulate real-life images, create deepfake abuse content, and blackmail children into further exploitation. Criminals are also leveraging AI to conceal their identities, making it easier to groom and target victims online.
Home Secretary Yvette Cooper emphasized the urgency of these new measures, stating, “We will not allow AI to be used as a tool for the most despicable crimes. Our laws must evolve to keep pace with emerging threats, and these robust measures send a clear message: those who seek to exploit technology for child abuse will face severe consequences.”
